Lucas Road Water System
System Description and Governance
This system was rebuilt in 1989 and converted to a Regional District service at that time and is currently owned and operated by the Regional District.
Metered Billing
The Regional District implemented quarterly metered billing in the Lucas Road water system in January 2020. Metered billing includes a base rate that is applied to all accounts, and a volumetric charge for actual consumption.

Size and Number of Connections
The system services six active connections and one undeveloped parcel.
Location
The system is located on Lucas Road, directly adjacent to the City of Castlegar off of Highway 3 and the north end of 14th Avenue, within RDCK Electoral Area J.
Source
The residents of Lucas Road were historically serviced by wells and surface sources. The Regional District has an agreement with the City of Castlegar for provision of metered water to Lucas Road. Castlegar’s water intake is located just above the Keenleyside dam on Lower Arrow Lake.
Treatment
Water delivered to Lucas Road households, as with all households served by the City of Castlegar’s water system, is treated. Castlegar’s water treatment plant uses chlorination for disinfection.
Storage
The Lucas Road system consists only of a small distribution network and does not have any storage capacity.
Distribution System
The system includes 430 metres of PVC pipe with a life expectancy to around 2081.
Fire-Fighting
The distribution system does not include any fire fighting infrastructure and is not designed for fire protection according to the Fire Underwriter Survey. Lucas Road, however, is located in a Fire Protection Service Area.
Significant Issues
A water system leak was suspected and night leak detection work was completed in 2018. The results indicated that a very small amount of leakage was occurring within the distribution system.
Plans for Future Upgrades
There are no capital upgrades planned at this time.
Asset Management Planning
An Asset Management Plan is complete and updated annually. The Asset Management Plan identifies required asset replacements over a 25 year and 100 year period and identifies annual contributions to water system reserves required to fund the replacements.
