Leisure Access Pass
The Leisure Access Program (LAP) helps residents of all ages living in the RDCK who are in financial hardship access RDCK recreation services. This program provides further subsidy on general admission, membership services, and registered programs. Individuals and families are welcome to apply.
Once approved, LAP members will be given a subsidy credit amount of $100 for adults and $150 for youth. LAP members can use their available subsidy towards accessing recreation services based on the following discounts*:
- General Admissions – 50% (Adults) & 75% (Youth) subsidy
- Memberships – 50% (Adults) & 75% (Youth)
- Programs – 50% subsidy on advertised rates
for programs. - CHEER events – 100% subsidized admission
*Discounts can only be applied if the LAP member has subsidy credit remaining on their account. LAP members are not able to choose to use more of their subsidy credit towards a discount greater than the allotted discount amount, even if the user has credit available. They are able to choose to use less of their subsidy credit if they wish.
Leisure Access Pass are valid for one year.

Further Information
Residents of the Regional District of Central Kootenay may apply. The program is designed for individuals (19 years of age or older) and families. Eligibility requires:
- Proof of primary residency within the RDCK via Driver’s License, Utility billing, property tax notice, or rental agreement.
Applicants must also meet at least one of the below eligibility criteria.
- Confirmation applicant is receiving government financial assistance through one of the
following means:- Youth Agreement of Agreement with Youth Adults (AYA)
- Confirmation letter from the Ministry of Children & Families
- Income Assistance or Disability Assistance
- Confirmation letter from the Ministry of Social Development and Poverty
Reduction
- Confirmation letter from the Ministry of Social Development and Poverty
- Resettlement Assistance
- Confirmation letter of Permanent Residence indicating status as a
Government Assisted Refugee from Immigration, Refugees and Citizenship
Canada
- Confirmation letter of Permanent Residence indicating status as a
- Rental Assistance Program or Shelter Aid for Elderly Renters
- Confirmation letter from BC Housing
- Guaranteed Income Supplement (GIS)
- Confirmation of current Status of Guaranteed Income Supplement from
Service Canada. Required for both the main applicant and spouse (married or
common law). If only one spouse receives GIS, the other must provide Proof
of Income Statement.
- Confirmation of current Status of Guaranteed Income Supplement from
- Youth Agreement of Agreement with Youth Adults (AYA)
- For applicants who do not receive government assistance, a Notice of Assessment from the
most recent tax year verifying financial hardship measured against the Low-Income Measure
(LIM) limits as established by Stats Canada for both the primary applicant and their spouse
(married or common law). - A letter from a pre-approved social service organization within the RDCK validating the
individual or family is in an emergent situation and that they endorse there is a need for
financial support, as options 1 & 2 do not apply.
Eligible applicants who apply by providing a Notice of Assessment will receive $100 (adults) or $150 (youth – up to 18 years) once approved. If these funds are fully utilized, applicants may be eligible for a second allotment of funding within the same year if additional information is provided stating that the applicant is receiving government financial assistance or by verification from a local social service agency.
Eligible applicants who apply by providing confirmation that they are receiving government financial assistance, upon approval, a secondary allotment of subsidy of a maximum of $200 for adults and $300 for youth will be automatically applied to the account.
- What is a subsidy?
- Subsidy means a predetermined amount of financial assistance allocated to an eligible individual for the purpose of reducing the cost of designated RDCK recreation services.
- What is a subsidy credit?
- A subsidy credit is the amount of money added to the applicants account once their LAP application has been approved.
- What is a discount?
- A discount is the percentage amount taken off the original price of general admissions, memberships, program and CHEER events. Discounts can only be applied, at the time of purchase, based on the amount of subsidy credit remaining on your account.
