Departments
To provide effective and efficient services to all residents, the RDCK is structured into eight departments.
Provides legislative and administrative support to the RDCK Board, committees, and commissions to ensure that its directives are implemented and good governance is provided to residents. Additional functions include:
- Managing communications with the public, media, and other stakeholders
- Records and information management
- Grants administration
- Coordinating local elections, referenda, and alternative approval processes (AAPs)
- Research and feasibility studies
- Fleet management and public transit
Provides support to staff to create a safe, healthy, and supportive work environment where staff are valued, respected, and encouraged to achieve their full potential. Additional responsibilities include:
- Personnel recruitment and hiring
- Workforce planning
- Performance management
- Administration of employment benefits
- Compensation and job evaluation
- Labour relations
Provides the critical technology and telecommunications support to Directors and staff while ensuring technology is used efficiently, effectively, and safely. Additional responsibilities include:
- Service desk for staff
- Maintenance of servers, security, storage, network systems, and other hardware
- Software management
- Mobile, wireless and teleconferencing services
Responsible for budgeting, five-year financial plans, ensuring compliance with financial reporting requirements, and maintenance of internal controls for sound fiscal management. Additional responsibilities include:
- Asset management
- Investment portfolios
- Payroll administration
- Accounts payable and receivable
- Grant payments
- Customer billing
Responsible for a wide variety of services and initiatives to support responsible environmental stewardship in the region, including:
- Resource recovery (waste disposal), including recycling depots, landfills and transfer stations
- Drinking water and wastewater systems
- Mosquito control
- Noxious weeds and invasive species control
- Woodstove exchange
- Environmental education programs
DEVELOPMENT & COMMUNITY SUSTAINABILITY
Responsible for ensuring smart, sustainable growth and maintaining safe, resilient communities across the region. Its main functions include:
- Bylaw enforcement
- Geospatial (GIS) services and mapping
- Building inspections and permits
- Land use and community planning, including zoning bylaws, permits, and official community plans
- Emergency management, including the Emergency Operations Centre (EOC)
Supports active, healthy living by operating recreation facilities and community halls, developing recreational programming, and maintaining regional parks and trails. Some of our facilities include:
- Nelson & District Community Complex
- Castlegar & District Community Complex
- Creston & District Community Complex
- North Shore Hall
Responsible for coordinating fire protection with six municipal fire departments and 12 volunteer fire departments across 18 fire halls. Additional functions include:
- Jaws of Life extrication
- First Responder programs
- Swift and still water rescue
- Confined space rescue
