Evacuation Order expanded for Octopus Creek wildfire

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) has expanded its Evacuation ORDER for the Octopus Creek wildfire (N51800) in Electoral Area K to include the area from the transmission lines on Applegrove Road south to the existing order boundary.

On July 17, the RDCK issued its original Evacuation ORDER for five properties on the south side of Taite Creek, including Taite Creek recreation site. The Evacuation ALERT also remains in place for the community of Fauquier on the east shore of Lower Arrow Lake.

Residents and visitors are required to leave the Evacuation ORDER area immediately and report to the Nakusp & District Sports Complex (200 8th Ave NW, Nakusp, BC) or register online with Emergency Support Services (ESS) at https://ess.gov.bc.ca/. Short-term assistance for immediate needs of food, shelter, and clothing maybe provided by ESS volunteers following registration at the above website. For further assistance you can call the RDCK Emergency Operations Centre (EOC) public inquiry line 250-352-7701.

Residents in the affected Evacuation ORDER area are encouraged to stay with friends and family. ESS may not be able to accommodate your pets, so make sure you have prepared your pets by having appropriate cages, food, water and bowls, and ensure they are wearing identification. You may wish to arrange to have your pets cared for by family or friends.

The Octopus Creek wildfire was first discovered on July 11 and estimated at 230 hectares. The BCWS has determined the cause to be lightning.

Evacuation Order downgraded for Octopus Creek wildfire

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) is reducing a portion of the area currently under Evacuation Order to an Evacuation Alert. Properties south of Taite Creek, including 5 address points, will remain on Evacuation Order. See the map below for the specific details. Currently, 163 properties north of Taite Creek remain on Evacuation Alert. This reduction to an Alert means residents can return to their properties.

Unseen dangers may linger and the RDCK is advising residents to be cautious when re-entering their homes and properties. Residents are advised to read through the Returning Home After a Wildfire document prior to returning to their residences.

For residents who remain on Evacuation Order, a reminder to register online with Emergency Support Services (ESS) at https://ess.gov.bc.ca/.  For those who have been under Evacuation Order for longer than 10 consecutive days during the 2021 wildfire season, the BC government has teamed up with the Red Cross to provide financial support. Visit the Red Cross website for more information.

 The RDCK advises residents on Evacuation Alert to remain vigilant and be prepared to leave the area at a moment’s notice. It is recommended to prepare an emergency kit and ensure preparedness, including moving pets and livestock to a safe area, in the event the situation worsens and an Evacuation Order is enforced. Part of your plan should include where you can go if evacuated.

 The Octopus Creek wildfire (N51800) is being managed as part of the Arrow Lake Complex fires. It was first discovered on July 11 and is currently estimated at 18,447 hectares. The BCWS has determined the cause to be lightning.

Evacuation Order and Evacuation Alert rescinded for all affected properties due to Merry Creek Wildfire

Nelson, BC:  Based on the recommendation from BC Wildfire Service (BCWS) regarding the Merry Creek wildfire (N51165), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) is rescinding the Evacuation Order for 31 properties and the Evacuation Alert for one property in Electoral Area J as of 12:30 pm today. The rescind order means residents can now return to their properties. The State of Local Emergency has also been cancelled.

“Crews have done an incredible job in containing this wildfire and minimizing damage to property,” said Nora Hannon, EOC Director and RDCK Regional Fire Chief. “With the hot weather continuing and only the beginning of wildfire season, this is a reminder to residents the importance of being careful and alert for any possible fire dangers when being outdoors.”

The City of Castlegar has also rescinded its Evacuation Alert for six areas. For more information visit the City of Castlegar website.

The Merry Creek Wildfire, located 8 kilometres SW of Castlegar, was originally discovered on Thursday July 1. BCWS has declared the wildfire to be 90% contained and being held with the expectation the wildfire will be 100% contained within the next operational period. The RDCK originally issued an Evacuation Order on July 1 for 31 properties on 14th Ave., Fernwood Drive, Highway 3, Killough Road, Lucas Ave, Lucas Road, Mason Road, and Merry Creek Forest Service Road. An additional property on Meadowbrook Dr. was put on Evacuation Alert on July 2.

Highway 3 will be reopened today to single lane traffic. Visit the Drive BC website for the most up to date information.

Power will remain out for a number of homes in the area while work is completed by BCWS. Go to Fortis BC’s website for updates.

The RDCK advises people to remain vigilant in the event that conditions change and an Evacuation Alert or Order may be re-issued and the evacuation process will recommence.It is recommended to prepare an emergency kit and ensure preparedness, including moving pets and livestock to a safe area, in the event another emergency.

Evacuation Order and Alert issued for Michaud Creek wildfire

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) has issued an Evacuation Order for properties in Electoral Area’s J and K and an Evacuation Alert in Electoral Area K, specifically for the community of Edgewood, located along the west shore of Lower Arrow Lake, due to the Michaud Creek wildfire (N51765) approximately 19 kilometres south of Edgewood.

The Evacuation Order in Electoral Area’s J and K runs from Bowman Creek along the west shore of Lower Arrow Lake up to Johnston Creek. The area may also include other properties and structures within the area not registered with the RDCK.

Effective immediately, residents in the Evacuation ORDER area must leave immediately. List of addresses currently under Evacuation Order are:

The Evacuation Alert area starts at Johnston Creek and continues north to Highway 6, including the community of Edgewood. Under the Evacuation Alert, residents and visitors should be prepared to evacuate at a moment’s notice. It is recommended to prepare an emergency kit and have a plan where you will go if the situation worsens and you need to evacuate (see map below).

The Michaud Creek wildfire was discovered on July 10 and is an estimated 450 hectares. BCWS has determined the cause to be lightning.

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) is rescinding the Evacuation Alert for 81 properties from Lockhart Beach Provincial Park south to include 12490 Highway 3A due to the Akokli Creek wildfire.

“This has been a stressful month for residents and we appreciate their patience and understanding through this process,” said Nora Hannon, RDCK Emergency Operations Centre (EOC) Deputy Director and Regional Fire Chief. “The BC Wildfire Service has done an outstanding job, in tough conditions, to keep our communities safe. We thank them for their hard working battling this wildfire over the last month.”

The RDCK originally issued an Evacuation Alert on July 16 for the communities of Boswell and Sanca due to the Akokli Creek wildfire. On August 2 the Alert was reduced to 160 properties from Lockhart Beach Provincial Park south to 11721 Highway 3A. A further reduction to the Alert occurred on August 9, as 79 properties were removed from the Alert area, leaving just 81 properties in the area under Alert.

The RDCK advises people to remain vigilant in the event that conditions change and an Evacuation Alert or Order may be re-issued and the evacuation process will recommence. It is recommended to prepare an emergency kit and ensure preparedness, including moving pets and livestock to a safe area, in the event of another emergency.

BCWS advises imminent danger of wildfire to life and properties has diminished at this time.

Originally called the Renata Creek wildfire, before being changed to the Arrow Lake wildfire, it was first discovered on July 9 and the BCWS determined the cause to be lightning. The RDCK issued an Evacuation Alert on July 21 for the community of Renata.

The Alert will remain in place for four properties and two recreation sites between Pebble Beach and Twobit Creek on the south end of the Octopus Creek wildfire.

Nelson, BC:  Based on the recommendation from BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has issued an Evacuation Alert for 1473 Meadowbrook Drive due to the Merry Creek Wildfire (N51165). 31 properties will remain under an Evacuation Order. The RDCK EOC originally issued an Evacuation Order on Thursday, July 1 as the result of the Merry Creek Wildfire, 8 kilometres SW of Castlegar. The Evacuation area covers residential addresses on 14th Ave., Fernwood Drive, Highway 3, Killough Road, Lucas Ave, Lucas Road, Mason Road, and Merry Creek Forest Service Road.

“Extensive resources have been deployed on the Merry Creek wildfire,” said Nora Hannon, EOC Director and RDCK Regional Fire Chief. “Crews have made good progress on the fire and with the deployment of structural protection resources.”

At this time residents or visitors within the area are not required to evacuate, however the RDCK advises people to remain vigilant and be prepared to leave the area at a moment’s notice. It is recommended to prepare an emergency kit and ensure preparedness, including moving pets and livestock to a safe area, in the event the situation worsens and an Evacuation Order is enforced. Part of your plan should include where you can go if evacuated.

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) is removing the Evacuation Alert for the area from south of Popou Rd north to Ringrose Creek. BCWS advises imminent danger of wildfire to life and properties has diminished at this time.

The Trozzo Creek wildfire was first discovered on July 9 and BCWS determined the cause to be lightning.

An Evacuation Order and Alert was issued on July 21. The Evacuation Order area was reduced on July 22. The Evacuation Order was downgraded to an Alert on August 3.

 The RDCK advises people to remain vigilant in the event that conditions change and an Evacuation Alert or Order may be re-issued and the evacuation process will recommence. It is recommended to prepare an emergency kit and ensure preparedness, including moving pets and livestock to a safe area, in the event of another emergency.

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) is removing the Evacuation Alert for 356 properties from Johnston Creek and continuing north to Whatshan Lake, including the communities of Edgewood and Needles.

“On behalf of the RDCK Emergency Operations Centre, I’d like to thank everyone who has been living with this alert for their patience over the past few weeks,” says Chris Johnson, the RDCK Emergency Operations Centre (EOC) Director. “Thankfully, at this time, the threat to people and structures has diminished.”

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) is removing the Evacuation Alert for the areas south of Next Creek to north of Midge Creek, located in Electoral Area A on the west shore of the south arm of Kootenay Lake due to the Cultus Creek wildfire. BCWS advises imminent danger of wildfire to life and properties has diminished at this time.

The Cultus Creek wildfire was first discovered on July 2. The BCWS determined the cause to be lightning.

An Evacuation Alert was issued on July 16 and expanded to an Evacuation Order on July 22. The Evacuation Order was reduced to an Alert on July 25.

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) is reducing the Evacuation Alert area to 160 properties from Lockhart Beach Provincial Park south to include 11721 Hwy 3A. The Evacuation Alert will be removed for the area south of address 11721 Hwy 3A, effective immediately.

Evacuation Alert expanded to include 28 additional properties due to Michaud Creek wildfire

Nelson, BC: The Regional District of Central Kootenay (RDCK) has expanded its Evacuation Alert to include 28 additional properties for a total of 358 properties in Electoral Area K due to the Michaud Creek Wildfire (N57165) approximately 21 kilometers south of Edgewood. The decision to expand the alert was based on field observations by the RDCK Evacuation Site Command to acknowledge properties at risk from the fire.

The Evacuation Alert area starts at Johnston Creek and continues north to Highway 6, including the community of Edgewood and Needles. Under the Evacuation Alert, residents and visitors should be prepared to evacuate at a moment’s notice. It is recommended to prepare an emergency kit and have a plan where you will go if the situation worsens and you need to evacuate.

The Michaud Creek wildfire was discovered on July 10 and is an estimated 450 hectares. BCWS has determined the cause to be lightning.

As the evacuation orders for the wildfires within the Regional District of Central Kootenay remain in place, many of our evacuated residents may be coming to the end of their initial 72 hour period of ESS support.

Emergency Preparedness Week May 2-8, 2021 – Test of the Emergency Notification System May 4

Nelson, BC: This Sunday, May 2, marks the beginning of Emergency Preparedness Week -– a national awareness initiative that has taken place every year since 1996. The week long initiative runs through Saturday, May 8 and is an opportunity to take action to ensure you are prepared to protect yourself, your family and your community during an emergency. The Regional District of Central Kootenay (RDCK) will use this week of awareness to promote emergency preparedness and run a test of its Emergency Notification System.

“With flood season approaching, this is a perfect time to refresh and double check your emergency plans and preparations,” said Chris Johnson, RDCK Emergency Operations Centre Director. “At the RDCK, we are busy making our own preparations, and encourage our residents to do the same for your families and neighbourhood groups.”

Emergency Preparedness week encourages residents to take three simple steps to become better prepared to face a range of emergencies:

  • Know the risks
  • Make a plan
  • Get an emergency kit

Each year, thousands of people face emergency situations that could change their lives forever. Don’t be caught off-guard. Know the hazards in your area and take the time now to assemble your family grab and go emergency kit and plan where you will go if you need to evacuate, e.g. with family or friends within your bubble, especially now as we continue to deal with the COVID-19 pandemic. Remember to include your pets.

The RDCK recommends that residents are able to be self sufficient for a minimum of 72 hours following an emergency, and for up to a week for more remote communities. More information is available on the RDCK website at www.rdck.ca/emergency.

On Tuesday, May 4, as part of our emergency preparedness activities, the RDCK will be conducting its annual test of the Emergency Notification System.

  • Residents who have already signed up for notifications will receive a test message on Tuesday, May 4

Edgewood Public Water Use from Standpipes or Yard Hydrants

Nelson, BC: The Regional District of Central Kootenay (RDCK) is not responsible for the public water access points recently turned off within the Edgewood water system. Residents throughout the Edgewood area have voiced their concerns to the RDCK; however, the cause may be due to the equipment being frozen based on unsuitable equipment and incorrect use, as standpipes and non-draining yard hydrants are not intended for year round use. The RDCK is not aware of potentially permitted public access to stand-pipes or yard hydrants by the former water system owner (BC Hydro), nor has it ever designated water standpipes or yard hydrants for public use.

“We need to understand the extent of the problem and gauge the interest from the public outside the water system boundary, then determine what type of solution is required and feasible,” said Uli Wolf, General Manager of Environmental Services.

In the summer of 2020, concerns were brought to the RDCK by Edgewood water system users that people not residing within the system boundaries were using Edgewood water system infrastructure to secure potable water, at times in large quantities, for their residences. A letter was sent to Edgewood residents in June 2020 indicating public operation of the water system is not permitted.

Unauthorized drawing of water from standpipes could lead to a potential cross-connection health hazard and damage to the standpipe, which would result in repair costs (e.g. labour and excavation for one 2” buried valve costs $1,500 – $2,000 to repair). Furthermore, standpipes not properly and frequently flushed can pose a health risk from accumulated organics within the standpipes.

Standpipes are also utilized by the Edgewood Volunteer Fire Department and any unknown damage could impact standpipe functionality during fire emergency events. Economic losses to the water system occur with the associated additional pumping and energy costs, staff time and costs for public correspondence, enforcement, maintenance, repairs, and potentially locking standpipes, if required. In accordance with Local Government Act legislation, all costs incurred by a RDCK service must be paid for by that service, meaning existing Edgewood customers would have to pay for any damages or other economic losses.

Providing water to others outside of the service boundary is not permitted under the Edgewood Water System Water Licence issued by the Ministry of Forests, Lands, Natural Resource Operations and Rural Development (FLNRORD). The RDCK is not concerned about small quantities of water being taken from the water system, particularly if emergency access to water is required by area residents; however, the RDCK does require any water taken by the public be done at a private or commercially owned water tap.

Since there is an apparent need for public access to water from Edgewood area residents, the RDCK will be reviewing the feasibility of providing a public water filling station. Any costs for installing and operating a filling station cannot be borne by the existing Edgewood water customers. Edgewood and Burton Transfer Stations to resume normal summer hours

The Edgewood and Burton Transfer Stations were closed due to Evacuation Orders and Alerts in the area from nearby wildfires.

On August 4, 2021 both Transfer Stations will resume their normal summer operating hours.

Edgewood Transfer Station is open Wednesday and Sunday from 9-1pm.Burton Transfer Station is open Sunday from 10-2.

Residents are asked to only bring urgent household garbage until the Transfer Stations can catch up to normal operations.

Early Closures on September 20 for Federal Election

Nelson, BC: Regional District of Central Kootenay (RDCK) offices in Nelson, Creston and Nakusp will close at 4:00 pm on Monday, September 20, while four waste and recycling facilities will close at 3:45 pm for the 2021 Canadian Federal Election.

This early closure is to provide eligible RDCK staff time to vote, as required by the Canada Elections Act. Under the Act, any employee eligible to vote must be provided three consecutive hours to cast their vote on Election Day. Voting hours on Election Day in BC are 7:00 am to 7:00 pm.
