Directors Remuneration Amendment Bylaw Adopted
The RDCK Board has adopted Directors Remuneration Amendment Bylaw No. 3088, which updates the rules governing how Directors and Alternate Directors are paid and reimbursed for their work. The bylaw grew out of a review by the Directors Remuneration Select Committee, which met through late 2025 and early 2026 to examine stipends, travel and meal allowances, conference costs, and other benefits.
The amended bylaw ties meal, incidental, and mileage rates to established provincial and federal benchmarks, clarifies how stipends apply to Board workshops, committee chair duties, and meeting attendance, and introduces new accountability measures such as conference reporting requirements and a stipend adjustment for missed Board meetings. These changes are intended to make remuneration and expense practices clearer, fairer, and easier to administer consistently.
The amendments take effect January 1, 2027.
Permissive Tax Exemption Bylaw
The RDCK Board has adopted the 2027 Permissive Tax Exemption Bylaw No. 3090, exempting 15 eligible organizations across seven Electoral Areas from regional district taxation for the coming year. Properties may qualify for exemption where they are used principally for community recreation, public worship, agricultural or horticultural societies, or by local authorities. Property tax exemptions must be applied for and approved annually. The RDCK notifies past applicants and advertises the opportunity publicly each year to ensure organizations don’t miss the application window.
The 2027 Permissive Tax Exemption Bylaw will take effect for the 2027 tax year.
Delegated Authority
The Board adopted Bylaw 3091-Delegation of Authority, which enables a framework for more of the routine business of the RDCK to be approved by staff rather than requiring Board approval. Effective January 1, 2027, this bylaw will reduce approval times for many types of agreements the RDCK enters into and will free up Board time for the more consequential and strategic decisions. The bylaw provides effective guardrails on staff authority, by allowing staff to work within set spending limits, approved budgets and tiered internal approvals. Key decisions are reported to the Board, and the bylaw will be reviewed every two years.
Liquor License Third Party Operator Assignment
The RDCK Board has approved formalizing third-party operator liquor license arrangements with the Nelson Leafs Hockey Society and the Creston Valley Junior Hockey Society, allowing both clubs to continue alcohol sales at junior hockey games under the RDCK’s liquor licenses. The item arose after a compliance review found these long-standing arrangements needed to be formally documented with the province, prompting staff to work with the clubs and the Liquor and Cannabis Regulation Branch on a path forward.
The Board’s decision preserves a decade-long revenue source for both clubs through their updated Facility Use Agreements.
Official Declaration of Candidates
The local general election for the Regional District of Central Kootenay (RDCK) is less than a month away. The RDCK will hold elections in eight of its 11 electoral areas. Every four years, local general elections are held across British Columbia and include elections for regional district electoral areas, municipal councils, and boards of education. General voting day in the RDCK is Saturday, October 17.
