Portion of Evacuation Order downgraded to an Evacuation Alert for the Komonko Creek wildfire

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has downgraded the Evacuation Order for 81 properties and 25 Parcel Identifiers (PIDs) in Electoral Area H to an Evacuation Alert due to the Komonko Creek wildfire (formerly known as the Aylwin Creek Wildfire), part of the Slocan Lake Complex. The area includes properties from the southern entrance to Red Mountain Road to the Village of Silverton. Highway 6 remains closed between the south entrance to Red Mountain Road and the Lemon Creek Bridge. See a map and list of addresses now on Evacuation Alert below. 

69 properties still remain on Evacuation Order as a result of the Aylwin Creek wildfire (now known as the Komonko Creek Wildfire).

Residents that have been downgraded to an Evacuation Alert are advised there may be unseen dangers when returning to their homes and properties. The RDCK advises all residents to read through the information in this re-entry document on what to do when you return home after a wildfire. For those residents returning to their homes today (Saturday, August 10), RDCK Emergency Operations staff will be on site at the north end of Red Mountain Road to provide support to returning evacuees including important re-entry information and garbage bags for disposal of spoiled fridge and freezer contents.

The RDCK will be offering free collection service for spoiled food and damaged refrigeration units for the Red Mountain Road Evacuation Order residents. Pick up times are Saturday, August 10 at 3:00 pm and Sunday, August 11 at 10:00 am. Read this document for more information on how to remove food and prepare your fridge or freezer, as well as instruction on how to minimize wildlife attraction.

Bannock Point recreation site will remain CLOSED. Following danger tree assessment and danger tree falling it is expected to re-open on Thursday, August 15. Go to https://www.sitesandtrailsbc.ca/ for the most up to date information.

As of August 3, the Aylwin Creek and Komonko Creek wildfires merged at Enterprise Creek and moving forward are referred under the Komonko Creek wildfire, part of the Slocan Lake Complex. The Slocan Lake Complex includes the Aylwin Creek wildfire, Komonko Creek wildfire, Mulvey Creek wildfire, Nemo Creek wildfire, and Ponderosa wildfire. A complex is created when multiple wildfires are managed by a single Incident Management Team, and resources and equipment are shared between all incidents in the complex.

The Komonko wildfire was first discovered on July 19 and the suspected cause is a lightning strike.

The Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) remains in regular communication with BC Wildfire Service (BCWS) to monitor the fires within the region. There are currently 102 wildfires in the Southeast Fire Centre, with 3 wildfires of note, and 67 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.

Road Closures

The Ministry of Transportation and Infrastructure (MOTI) has CLOSED Highway 6 between 1 km south of Silverton to the Lemon Creek Bridge to both North and Southbound traffic due to the Slocan Lake Fires Complex. Click here for Highway closure details.

The Duncan FSR and Glacier Creek FSR on the west side of Duncan Lake remains on Evacuation Order and CLOSED. Both roads are blocked by debris from the wildfire. As a result, Duncan Island residents, can only access their homes by boat.

Emergency Support Services (ESS) Information:

If you are on Evacuation Order, go to ess.gov.bc.ca to create a profile and register with ESS or visit one of two ESS sites in Castlegar or New Denver (see operating hours below). When registering for ESS online, it is beneficial to also register for the BC Services Card account, which can be done online or with an app. This account allows you to verify your identify and can streamline services. Once the BC Services Card account is linked to your ESS profile, this enables the option of e-transfer payments to be made to you, if you are eligible and have a bank that accepts e-transfers. To learn more about the BC Services Card app, visit id.gov.bc.ca/account/. If you require assistance with online registration or renewal of ESS support, please call ESS at 1.800.387.4258.

ONLY THOSE RESIDENTS ON EVACUATION ORDER ARE ELIGIBLE FOR ESS. If you are on Evacuation Alert and voluntarily evacuate, you will not receive support at an ESS location. However, you can be proactive and create a profile online in case your Evacuation Alert escalates to an Evacuation Order.

Residents currently on ESS are reminded, whether they registered online or in person, they need to renew their ESS before it expires. If you do not renew, your ESS supports will stop. Only support for food and accommodation can be renewed. Incidentals and clothing are a one-time support provided per evacuee per event.

Temporary Access Permit (TAP)

Temporary Access Permits (TAP) are restricted to the following:

  • Critical Infrastructure or utility agencies may require access in order to service (i.e. refuel, inspect) or make repairs to affected critical equipment and sites;
  • Members of the agriculture sector may need to make essential repairs to fencing, evacuate or check on livestock condition and care as required;
  • Community members may request access so they can retrieve important medication, tend to their domestic animals.

Applicants who have applied for a TAP will be notified whether their application has been approved or denied the evening prior to their requested date of entry by email. If you have applied for a TAP, please anticipate receiving an email from the RDCK EOC.

Slocan Lake Complex wildfire

A complex is created when multiple wildfires are managed by a single Incident Management Team, and resources and equipment are shared between all incidents in the complex.

Reminder to residents that have remained in the Evacuation Order area – do not enter active work zones where BCWS crews are using heavy equipment and building guards and control lines. Stay safe and remain on your property. Do not wander the Evacuation Order area as this puts yourself and BCWS crews’ safety at risk.

RDCK Prepares Draft Electoral Area I Official Community Plan for Community Review

Nelson, BC: The Regional District of Central Kootenay (RDCK) has prepared a new draft Official Community Plan (OCP) for Electoral Area I to help manage growth and land use development in its communities (Brilliant, Glade, Pass Creek, Thrums, Tarrys, Shoreacres and the Voykin Subdivision). The OCP is now out for public review and comment until August 26th 2024.

An OCP is a policy document that influences how people experience their community. This includes how we live, gather, work, learn, recreate, shop and move around in our Electoral Area. At its heart, an OCP is about land use management and physical growth within the Electoral Area. As well, an OCP guides residential development and transportation choices, climate action planning, community character, health and equity, housing affordability, protection of ecological areas, resource management and servicing infrastructure.

The making of an OCP is a collaborative process. This OCP is the culmination of an extensive multi-year community engagement process. Over 425 participants, including children, youth, elders, community organizations, First Nation members, governments, agencies and partners, have participated in its development. Engagement activities were designed to involve and consult the community on important topics and decisions to guide a shared future for the communities covered in the OCP.

RDCK Planning Staff are collecting comments from the public, external agencies, and internal RDCK departments until August 26, 2024. After the referral period has closed, these comments will be used to update the draft OCP before the RDCK Board considers first reading of the bylaw. This is not the last chance to provide feedback. Once the Board has granted first reading a public hearing will be held.

Evacuation Alert rescinded for Village of Silverton and surrounding area of Electoral Area H

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has rescinded the Evacuation Alert for 185 properties in the Village of Silverton, 17 properties in the surrounding area of Electoral Area H, as well as 18 Parcel Identifiers (PIDs). The Village of Silverton and surrounding area were originally on Evacuation Order from July 24 until July 30 due to the Slocan Lake Complex wildfires. Since then, the area had been on Evacuation Alert.

Portion of Evacuation Order downgraded to an Evacuation Alert for the Ponderosa wildfire

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has downgraded the Evacuation Order for 65 properties and 15 Parcel Identifiers (PIDs) in Electoral Area H to an Evacuation Alert due to the Ponderosa wildfire, part of the Slocan Lake Complex. The area includes properties south of Lemon Creek and east of Slocan River, plus three properties on the west side of Slocan River, two of which are accessed from Avis Road. The Village of Slocan and properties within Electoral Area H north of Lemon Creek will remain on Evacuation Order due to the Slocan Lake Complex wildfire.

Evacuation downgraded to an Evacuation Alert for the Argenta Creek wildfire – Evacuation Order rescinded for Duncan Island

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has downgraded the Evacuation Order for the community of Argenta in Electoral Area D to an Evacuation Alert. The area includes 82 properties and 19 Parcel Identifiers (PIDs) north of Bulmer’s Point and east of Argenta Road, including the community of Argenta, and east of the southern portion of the Duncan FSR.

As well, the Evacuation Order for Duncan Island on the east side of Duncan Lake and boat access only parcels in Electoral Area D north of Glacier Greek Regional Park has been completely rescinded. At this time Duncan Island can only be accessed by boat. This includes one property and 51 PIDs.

The Evacuation Order remains in place west of the Duncan FSR and includes one property on Glacier Creek FSR and the Glacier Creek Regional Park due to the Lavina Complex wildfire. The Duncan FSR and Glacier Creek FSR remain CLOSED.

There are currently 96 wildfires in the Southeast Fire Centre, with 3 wildfires of note, and 71 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.

If you are on Evacuation Order, go to ess.gov.bc.ca to create a profile and register with ESS or visit one of three ESS sites in Castlegar, Kaslo or New Denver (see operating hours below). When registering for ESS online, it is beneficial to also register for the BC Services Card account, which can be done online or with an app. This account allows you to verify your identify and can streamline services. Once the BC Services Card account is linked to your ESS profile, this enables the option of e-transfer payments to be made to you, if you are eligible and have a bank that accepts e-transfers. To learn more about the BC Services Card app, visit id.gov.bc.ca/account/. If you require assistance with online registration or renewal of ESS support, please call ESS at 1.800.387.4258.

ONLY THOSE RESIDENTS ON EVACUATION ORDER ARE ELIGIBLE FOR ESS. If you are on Evacuation Alert and voluntarily evacuate, you will not receive support at an ESS location. However, you can be proactive and create a profile online in case your Evacuation Alert escalates to an Evacuation Order.

Residents currently on ESS are reminded, whether they registered online or in person, they need to renew their ESS before it expires. If you do not renew, your ESS supports will stop. Only support for food and accommodation can be renewed. Incidentals and clothing are a one-time support provided per evacuee per event.

  • Critical Infrastructure or utility agencies may require access in order to service (ie. refuel, inspect) or make repairs to affected critical equipment and sites;
  • Members of the agriculture sector may need to make essential repairs to fencing, evacuate or check on livestock condition and care as required;
  • Community members may request access so they can retrieve important medication, tend to their domestic animals.

Applicants who have applied for a TAP will be notified whether their application has been approved or denied the evening prior to their requested date of entry by email. If you have applied for a TAP, please anticipate receiving an email from the RDCK EOC.

Slocan Lake Complex wildfire

Reminder to residents that have remained in the Evacuation Order area – do not enter active work zones where BCWS crews are using heavy equipment and building guards and control lines. The Ministry of Transportation and Infrastructure (MOTI) has closed 35 km of Highway 6 (1 km south of Silverton to 11 km south of Slocan) to both North and Southbound traffic due to the Slocan Lake Fires Complex. The Slocan Lake Complex includes the Aylwin Creek wildfire, Komonko Creek wildfire, Mulvey Creek wildfire, Nemo Creek wildfire, and Ponderosa wildfire. A complex is created when multiple wildfires are managed by a single Incident Management Team, and resources and equipment are shared between all incidents in the complex.

The Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) remains in regular communication with BC Wildfire Service (BCWS) to monitor the fires within the region. There are currently 97 wildfires in the Southeast Fire Centre, with 3 wildfires of note, and 70 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.

There were an estimated 2,800 lightning strikes in the region over the last two days. Residents can report any new wildfire starts by calling 1-800-663-5555 (or *5555) as soon as they see them. It is helpful to provide the following details:

  • Location of the fire
  • Size – hectares, metres, etc
  • How quickly is the fire spreading?
  • Fuel – what is burning?
  • Smoke/flames – what colour is the smoke? Are flames visible?
  • Threat – are there any people or buildings at risk?

 For residents on Evacuation Order:

Receiving an Evacuation Order can be an emotional experience. You may be reluctant to leave your home and community. However, choosing to remain in an area that is under an Evacuation Order puts yourself, your family, and first responders in danger. Be aware that:

  • Services, utilities, and businesses that you rely on daily may be unavailable or shut down;
  • Evacuation routes can change or become impassible;
  • Emergency medical services may not be able to reach an Evacuation Order Area because of a risk to their own safety or access is blocked;
  • Friends and family will not be allowed to temporarily access the Evacuation Order to re-supply you if you stay.

Portion of Evacuation Order downgraded to an Evacuation Alert for the Argenta Creek wildfire

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has downgraded the Evacuation Order for 116 properties in Electoral Area D to an Evacuation Alert. The area includes properties south of the Duncan Dam and west of Duncan FSR, Argenta-Johnsons Landing Road and properties west of the road, including Johnsons Landing and Fry Creek. The community of Argenta and the properties East of the Duncan FSR and East of the Argenta-Johnsons Landing Road remain on Evacuation Order due to the Argenta Creek wildfire. See map of the Evacuation Order area below.

Residents that have been downgraded to an Evacuation Alert are advised there may be unseen dangers when returning to their homes and properties. The RDCK advises all residents to read through the information provided by Interior Health on how wildfires can affect your health and safety, by clicking here. BCWS is still actively using the Argenta-Johnsons Landing road for personnel and equipment. Please use the road with caution and give BCWS crews space.

The Argenta Creek wildfire was first discovered on July 18. It is approximately 14, 838 ha and the suspected cause is a lightning strike.

Updates or changes to the Evacuation Alert or Order will be provided via the RDCK website, Facebook, and  X  as more information becomes available. Public Information Session

Public Information Session for evacuees in the Red Mountain Road area

Nelson, BC:  The Regional District of Central Kootenay (RDCK) and BC Wildfire Service (BCWS) invite residents from the Red Mountain Road area that have been evacuated due to Slocan Lake Complex wildfires to attend a public information session on Tuesday, August 6 at 6:00 pm. Information on the Slocan Lake Complex wildfires will be provided. In attendance will be representatives from the BCWS and RDCK Emergency Operations Centre (EOC). This session will cover the same information that was provided to residents in Winlaw on August 4.

Public Information Session planned for residents in the Red Mountain Road area

Nelson, BC: The Regional District of Central Kootenay (RDCK) and BC Wildfire Service (BCWS) are planning to host a Public Information Session for residents that are unable to attend the Session scheduled on August 4 at the Winlaw Elementary School. This session will take place at a location on the Northern end of the Evacuation Order area, closer to Silverton and New Denver.

“We received great feedback from resident’s that have limited internet connectivity and were unable to drive the significant road closure detour to attend the Winlaw Session,” said Dan Seguin, RDCK Emergency Operations Centre (EOC) Director. “As a result, the RDCK is working with BCWS to schedule an Information Session that will provide specific information to residents in the Red Mountain Road area regarding the wildfires that are impacting them.”

The date and location are still to be determined, however the RDCK is aiming to schedule the Session for early in the week and host it at a location that is accessible for the evacuees in the Silverton or New Denver area. Once scheduled the details of the Public Information Session will be shared on the RDCK website and social media channels.

The Slocan Lake Complex consists of five wildfires in the area: Wilson Creek, Nemo Creek, Komonko Creek, Mulvey Creek, and Ponderosa Creek. The RDCK EOC issued Evacuation Orders for the areas along highway 6 from Kennedy Road to south of the Village of Silverton, the Village of Slocan, West of the Village of Slocan on the southern edge of Valhalla Provincial Park, and the West side of Slocan Lake near Nemo Creek. The Ministry of Transportation and Infrastructure (MOTI) has closed 35 km of Highway 6, one km south of Silverton to 11 km south of Slocan, to both North and South traffic due to these wildfires.

Information Bulletin – August 4, 2024

The Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) remains in regular communication with BC Wildfire Service (BCWS) to monitor the fires within the region. There are currently 85 wildfires in the Southeast Fire Centre, with 4 wildfires of note, and 62 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.

For residents on Evacuation Order:

Receiving an Evacuation Order can be an emotional experience. You may be reluctant to leave your home and community. However, choosing to remain in an area that is under an Evacuation Order puts yourself, your family, and first responders in danger. Be aware that:

  • Services, utilities, and businesses that you rely on daily may be unavailable or shut down;
  • Evacuation routes can change or become impassible;
  • Emergency medical services may not be able to reach an Evacuation Order Area because of a risk to their own safety or access is blocked;
  • Friends and family will not be allowed to temporarily access the Evacuation Order to re-supply you if you stay.

 
Emergency Support Services (ESS) Information:

 If you are on Evacuation Order, go to ess.gov.bc.ca to create a profile and register with ESS or visit one of two ESS sites in Castlegar or Kaslo (see operating hours below). When registering for ESS online, it is beneficial to also register for the BC Services Card account, which can be done online or with an app. This account allows you to verify your identify and can streamline services. Once the BC Services Card account is linked to your ESS profile, this enables the option of e-transfer payments to be made to you, if you are eligible and have a bank that accepts e-transfers. To learn more about the BC Services Card app, visit id.gov.bc.ca/account/. If you require assistance with online registration or renewal of ESS support, please call ESS at 1.800.387.4258.

ONLY THOSE RESIDENTS ON EVACUATION ORDER ARE ELIGIBLE FOR ESS. If you are on Evacuation Alert and voluntarily evacuate, you will not receive support at an ESS location. However, you can be proactive and create a profile online in case your Evacuation Alert escalates to an Evacuation Order.

Residents currently on ESS are reminded, whether they registered online or in person, they need to renew their ESS before it expires. Only support for food and accommodation can be renewed. Incidentals and clothing are a one time support provided per evacuee per event.

Temporary Access Permit (TAP)

Temporary Access Permits (TAP) are restricted to the following:

  • Critical Infrastructure or utility agencies may require access in order to service (ie. refuel, inspect) or make repairs to affected critical equipment and sites;
  • Members of the agriculture sector may need to make essential repairs to fencing, evacuate or check on livestock condition and care as required;
  • Community members may request access so they can retrieve important medication, tend to their domestic animals.

Please note – Providing supplies to those remaining in an Evacuation Order does not fall within the criteria of a TAP.

Applicants who have applied for a TAP will be notified whether their application has been approved or denied the evening prior to their requested date of entry by phone and email. If you have applied for a TAP, please anticipate receiving a phone call or email from the RDCK EOC.

Slocan Lake Fires Complex

Reminder to residents that have remained in the Evacuation Order area – do not enter active work zones where BCWS crews are using heavy equipment and building guards and control lines. Stay safe and remain on your property. Do not wander the Evacuation Order area as this puts yourself and BCWS crews safety at risk.

Slocan Lake Fires Complex

We are receiving reports from the BC Wildfire Service that residents who have chosen to remain in the Slocan Lake wildfire complex Evacuation Order area are interfering with firefighting operations by entering active work zones where heavy equipment and crews are building guard.

While BCWS crews are working to install safety lines and guards to protect people and structures from wildfires, it is imperative the public do not interfere or enter these dangerous areas. Not only does it put the individual’s own safety at risk, it also slows down the BCWS crew’s and puts their safety at risk.

Residents who have chosen to disregard the Evacuation Order and remain in the area MUST stay on their own property and not travel to other properties or locations within the Evacuation Order area.

The health and safety of responders and the public is a priority for the RDCK EOC and BCWS. Please stay safe, be aware of the situation, and allow crews to do their work.

Public Information Session for residents impacted by the Slocan Lake Complex wildfires

Nelson, BC:  The Regional District of Central Kootenay (RDCK) and BC Wildfire Service (BCWS) invite residents of Electoral Area H and the Village of Slocan, impacted by Slocan Lake Complex wildfires to attend a public information session on Sunday, August 4 at 6:00 pm. Information on the Slocan Lake Complex wildfires will be provided. In attendance will be representatives from the BCWS and RDCK Emergency Operations Centre. There will also be an opportunity for residents to ask questions.

  • Updated information on planned ignitions from yesterday (July 31 at 3:00 pm PST), near Village of Slocan
    • From BCWS “On July 31, firefighting crews conducted planned ignitions on the Mulvey Creek wildfire (N51117). The ignition occurred from Slocan Lake, southward to Gwillim Creek. The intent of the ignition is to remove available fuel between the fire perimeter and the established guard, to prevent uncontrolled eastward growth as temperatures increase, and prior to forecast erratic wind this weekend. If site and weather conditions permit, the remainder of the operation will continue today, August 1, moving west from Gwillim Creek toward an established guard on the east flank of the fire.

Evacuation Order area expanded due to the Argenta Creek wildfire

Nelson, BC:  On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has expanded the Evacuation Order area to include the area that is currently on Evacuation Alert in Electoral Area D due to the Argenta Creek wildfire (N71058). The Evacuation Order expansion includes 35 parcels in the Argenta Flats area, East of the Duncan River and the Duncan Lake Dam, South of Duncan Lake and Glacier Creek Regional Park, including Duncan FSR and Argenta Road. Residents and Visitors are required to leave the Evacuation Order area immediately. Evacuated residents are asked to go to their pre-arranged emergency locations and register for Emergency Support Services (ESS) online at https://ess.gov.bc.ca or by calling 1-800-387-4258. If you do not have a pre-arranged location and require support, please report to the Kaslo Royal Canadian Legion, 403 5th Street. The Reception Centre is open from 10:00am until 4:00pm today (Aug 2) and 10:00am until 2:00pm tomorrow (Aug 3). For further assistance you can call the RDCK EOC public inquiry line at 250-352-7701.

 ESS may not be able to accommodate your pets, so make sure you have prepared your pets by having appropriate cages, food, water, and bowls, and ensure they are wearing identification. You may wish to arrange to have your pets cared for by family or friends.

 Access to the Evacuation Order area is being controlled. You will not be permitted to return to your home during the Evacuation Order unless it is safe to do so and you have been given permission by local officials and emergency personnel.

 The Argenta Creek wildfire was first discovered on July 18. It is approximately 14, 826 ha and the suspected cause is a lightning strike.

 Updates or changes to the Evacuation Alert will be provided via the RDCK website, Facebook, and  X  as more information becomes available. RDCK Board Highlights – July 2024

Water and Wastewater System Acquisition Plan

The Board approved the 2024 Water and Wastewater Acquisition Plan and rescinded the moratorium on the acquisition of water and wastewater systems. The next step is for staff to bring forth an updated policy for system acquisition to replace the current policy. The RDCK suspended intake of new water and wastewater systems in August 2011. The objectives of the acquisition plan is to offer long term solutions to small water systems in the region. Many of these water systems face a number of challenges, including water quality issues, aging infrastructure, and inadequate cost recovery. Any water and wastewater system located within the RDCK boundaries can submit an expression of interest to become a RDCK service.

Defined Area D Medical First Responder Service

The Board adopted the Defined Area D Medical First Responder Bylaw. Elector approval for the new bylaws was obtained through the Alternative Approval Process. The new bylaw will establish a medical first responder service to provide pre-hospital care by responders trained by an accredited agency and licensed by the Emergency Medical Assistant Licensing Board. Services will be provided to areas of Electoral Area D not part of the Kaslo Fire Protection Area. Click here to view a detailed map.

Central Kootenay Food Policy Council

The Board authorized staff enter into an agreement with the Central Kootenay Food Policy Council (CKFCP) Grow & Connect Interior project for a one time grant of $20,000 to create a platform where local food industry stakeholders can improve their food distribution processes. The Grow & Connect Interior project presents a new and innovative response to effective and efficient food distribution in the RDCK which is a long standing challenge for producers and processors.

CKFCP is a local organization that coordinates information sharing and networking groups for food systems organizations in the region, provides public education on the local and global food system, undertake local food systems research projects, and make policy recommendations that enhance the vibrancy and resiliency of the food system in the region.

State of Climate Action Report

The 2023 State of Climate Action (SOCA) report is now complete and ready for distribution. The annual report is meant to help the RDCK track the progress towards its climate action objectives and targets, evaluate and improve its climate action initiatives and efforts, maintain public transparency, and demonstrate climate action leadership. Small-Scale Multi-Unit Housing

In 2023 the BC Legislature passed several pieces of legislation that changed the local government land use planning framework with the purpose to provide more housing, in the right places, faster. This included Bill 44 Housing Statutes (Residential Development) Amendment Act. As a result, the RDCK is required to update its zoning bylaws to comply with the small-scale multi-unit housing (SSMUH) requirements of Bill 44.

Over the last two Board meetings the Board approved land use amendment bylaws for Electoral Areas A, B, C, D, F, G, I, J and K to comply with the SSMUH requirements. The aim of SSMUH legislation is to increase housing supply and create more diverse and affordable housing choices. Examples of SSMUH include secondary suites, detached accessory dwelling units (garden suites, laneway homes), and duplexes.

The Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) remains in regular communication with BC Wildfire Service (BCWS) to monitor the fires within the region. There are currently 75 wildfires in the Southeast Fire Centre, with 4 wildfires of note, and 55 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.

For residents on Evacuation Order:

Receiving an Evacuation Order can be an emotional experience. You may be reluctant to leave your home and community. However, choosing to remain in an area that is under an Evacuation Order puts yourself, your family, and first responders in danger. Be aware that:

  • Services, utilities, and businesses that you rely on daily may be unavailable or shut down;
  • Evacuation routes can change or become impassible;
  • Emergency medical services may not be able to reach an Evacuation Order Area because of a risk to their own safety or access is blocked;
  • Friends and family will not be allowed to temporarily access the Evacuation Order to re-supply you if you stay.

Emergency Support Services (ESS) Information:

If you are on Evacuation Order, go to ess.gov.bc.ca to create a profile and register with ESS or visit one of three ESS sites in Castlegar, Kaslo, or New Denver. If you require assistance with online registration or renewal of ESS support, please call ESS at 1.800.387.4258.

ONLY THOSE RESIDENTS ON EVACUATION ORDER ARE ELIGIBLE FOR ESS. If you are on Evacuation Alert and voluntarily evacuate, you will not receive support at an ESS location. However, you can be proactive and create a profile online in case your Evacuation Alert escalates to an Evacuation Order.

Residents currently on ESS are reminded, whether they registered online or in person, they need to renew their ESS before it expires.

    • From BCWS “On July 31, firefighting crews conducted planned ignitions on the Mulvey Creek wildfire (N51117). The ignition occurred from Slocan Lake, southward to Gwillim Creek. The intent of the ignition is to remove available fuel between the fire perimeter and the established guard, to prevent uncontrolled eastward growth as temperatures increase, and prior to forecast erratic wind this weekend. If site and weather conditions permit, the remainder of the operation will continue today, August 1, moving west from Gwillim Creek toward an established guard on the east flank of the fire.

Inaugural volunteer firefighter recruitment training program a success – Applications for second class are being accepted now

Nelson, BC: The new structured recruitment program for Regional District of Central Kootenay (RDCK) volunteer firefighters has proven to be a major success. The inaugural group, which included 50 recruits, have now completed the volunteer firefighter training program which included regionalized recruitment and a Regional Fire Academy. This new approach to recruitment and training, implemented at the beginning of 2024, has equipped a new cohort of dedicated volunteers with the skills and knowledge necessary to protect our communities. This milestone marks another step in the fire service’s ongoing commitment to ensuring the safety and well-being of our residents through the invaluable support of volunteer firefighters.

“Our new volunteer recruits have demonstrated exceptional resilience and teamwork,” said Tristan Fehst, Acting RDCK Regional Fire Chief. “They have successfully met the high standards set forth and we are excited to welcome them to our ranks.”

“The dedication from the new recruits was impressive,” said Dan Zayac, RDCK Regional Training Officer. “I deeply appreciate the time and commitment they put in for preparing to serve our communities.”

During the accelerated process, recruits underwent an intensive training regiment designed to prepare them for the diverse challenges they will face in the line of duty. The program included rigorous physical conditioning, classroom instruction, and hands-on experience with firefighting equipment and techniques. Recruits also received specialized training in emergency medical response, hazardous materials handling, and community outreach. Each recruit successfully met the stringent training standards set by the service and the BC Structure Fire Minimum Training Standards, ensuring they are fully prepared to serve their communities effectively.

“The success of the Regional Fire Academy was made possible by the hard work of our Fire Service Trainers which include full-time Regional Training Officer Dan Zayac, Fire Service Trainer’s Veronica Kinch and Philippe Beaudet, as well as our As and When Trainers comprised of volunteer firefighters,” said Fehst.

Barry Farynuk, who was a volunteer firefighter 20 years ago in Northern BC, was part of the first cohort involved in the RDCK training program.

“I was a little unsure what to expect because my previous experience in Northern BC was very casual and not well organized or resourced,” said Farynuk. “Right from the beginning I was pleasantly surprised. The training proceeds at a pace that is deliberate to ensure all recruits learning styles and needs are considered and no one is left behind. I was always given enough learning resources, skills and practices to be safe for myself, my team and the public going forward as a firefighter.”

The RDCK Fire Service is comprised of 16 volunteer fire departments operating out of 17 fire stations throughout the region. The new volunteer firefighters have joined their community’s fire department to continue their education and development. Their training has emphasized not only technical proficiency but also the importance of community engagement and public education. The ongoing commitment to meeting high training standards ensures RDCK volunteer firefighters are well-prepared to handle any situation that arises, safeguarding our community with professionalism and expertise.

In light of the program’s success, the RDCK Fire Service is pleased to announce the launch of its next volunteer firefighter recruitment drive to be followed by Class 2 of the Regional Fire Academy this fall. Applications are being accepted now through August 26, 2024 at 12:00 pm. Aspiring volunteers who are passionate about public service and eager to make a difference in their community are encouraged to apply. The recruitment process will include an open house information session, application, and interview. Selected candidates will have the opportunity to join the next training program, set to commence on September 25, 2024. The training program ensures that all recruits meet the high standards necessary to serve as effective and reliable volunteer firefighters.

“We are looking for individuals who are committed to excellence and have a strong desire to serve,” said Fehst. “This is a challenging yet rewarding role, and we invite anyone interested in joining our volunteer team to apply and take the first step towards making a positive impact in our community.”

Free 9-1-1 addressing initiative offered by the RDCK

Nelson, BC: The Regional District of Central Kootenay (RDCK) is undertaking an extensive 9-1-1 improvement project to align with the federal move to the Geographic Information Systems (GIS) based Next Generation 9-1-1 (NG911) program rolling out in 2025. The project focuses on the improvement of GIS address and roads data throughout the RDCK. The NG911 system will replace the legacy analogue infrastructure with IP-based technology. This will create a faster, more resilient system that will eventually allow digital information (e.g., voice, real-time text, and eventually video calling) to flow seamlessly from the public to 9-1-1.

All residences in the RDCK require a civic address that is registered in the RDCK database to ensure emergency services can quickly find you and potential evacuations are efficient. The RDCK is asking residents to be proactive and to confirm they have a correct address within the RDCK database. Residents should check their addresses using the RDCK Web Map. If your address does not appear in the web map, 9-1-1 does not have your address and you should apply for one!

Check the Civic Addressing page on the RDCK website to see if your address meets the requirements. If it does not, you will qualify for a free address change. Use the Civic Address Application Form to apply for a free address or address change before the end of 2024 and state ‘NG911’ as your reason for the request. Alternatively you can go into any of our RDCK offices (Nelson, Nakusp, and Creston) to request an application form.

“In our business, seconds can save lives, so it is imperative residents throughout the RDCK ensure they have a registered address within our database,” said RDCK Acting Regional Fire Chief Tristan Fehst.

The Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) remains in regular communication with BC Wildfire Service (BCWS) to monitor the fires within the region. There are currently 80 wildfires in the Southeast Fire Centre, with 4 wildfires of note, and 63 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.

For residents on Evacuation Order:

Receiving an Evacuation Order can be an emotional experience. You may be reluctant to leave your home and community. However, choosing to remain in an area that is under an Evacuation Order puts yourself, your family, and first responders in danger. Be aware that:

  • Services, utilities, and businesses that you rely on daily may be unavailable or shut down;
  • Evacuation routes can change or become impassible;
  • Emergency medical services may not be able to reach an Evacuation Order Area because of a risk to their own safety or access is blocked;
  • Friends and family will not be allowed to temporarily access the Evacuation Order to re-supply you if you stay.

Emergency Support Services (ESS) Information:

If you are on Evacuation Order, go to ess.gov.bc.ca to create a profile and register with ESS or visit one of two ESS sites in Castlegar or Kaslo. If you require assistance with online registration, please call ESS at 1.800.387.4258.

ONLY THOSE RESIDENTS ON EVACUATION ORDER ARE ELIGIBLE FOR ESS. If you are on Evacuation Alert and voluntarily evacuate, you will not receive support at an ESS location. However, you can be proactive and create a profile online in case your Evacuation Alert escalates to an Evacuation Order.

Residents currently on ESS are reminded, whether they registered online or in person, they need to renew their ESS before it expires.

Temporary Access Permit (TAP)

Temporary Access Permits (TAP) are restricted to the following:

  • Critical Infrastructure or utility agencies may require access in order to service (ie. refuel, inspect) or make repairs to affected critical equipment and sites;
  • Members of the agriculture sector may need to make essential repairs to fencing, evacuate or check on livestock condition and care as required
  • Community members may request access so they can retrieve important medication, tend to their domestic animals.

Evacuation Order downgraded to an Evacuation Alert for Village of Silverton – Evacuation Order rescinded for Wilson Creek wildfire – Evacuation Alert rescinded for Village of New Denver

Nelson, BC: On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has downgraded the Evacuation Order for the Village of Silverton (185 properties)  and 17 properties in the surrounding area in Electoral Area H to an Evacuation Alert due to the Aylwin Creek wildfire. 

As well, the Evacuation Order for the Wilson Creek wildfire has been rescinded for 12 properties and four Parcel Identifiers (PIDs) and the Evacuation Alert for the Village of New Denver (421 properties) and 159 properties and 114 PIDs in the surrounding area of Electoral Area H has been rescinded. BCWS has now categorized the Wilson Creek wildfire as under control. See below for maps and address lists.

All properties south of the Village of Silverton, including the Village of Slocan will remain on Evacuation Order due to the Slocan Lake Complex wildfire. 653 properties and 198 PIDs remain on Evacuation Order due to the Slocan Lake Complex.

The Slocan Lake Fire Complex includes the Aylwin Creek wildfire, Komonko Creek wildfire, Wilson Creek wildfire, Ponderosa wildfire, Mulvey Creek wildfire, and Nemo Creek wildfire. A complex is created when multiple wildfires are managed by a single Incident Management Team, and resources and equipment are shared between all incidents in the complex.

Portion of Aylwin Creek wildfire – Evacuation Order downgraded to an Evacuation Alert  

185 properties in the Village of Silverton, plus another 17 properties in Electoral Area H have been on Evacuation Order since July 24 due to the Aylwin Creek wildfire (part of the Slocan Lake Complex). All 203 properties will now be on Evacuation Alert and need to remain vigilant and prepared to leave the area at a moment’s notice.

Wilson Creek wildfire – Evacuation Order and Evacuation Alert rescinded  

Those residents no longer on Evacuation Order or Alert include all properties north of Village of Silverton through to Rosebery. This include 421 properties in the Village of New Denver, plus 159 properties in Electoral Area H, as well as 114 Parcel Identifiers (PIDs). The Village of New Denver has been on Evacuation Alert due to the Wilson Creek wildfire (part of the Slocan Lake Complex) since July 25.     

Updates or changes to the Evacuation Alert will be provided via the RDCK website, Facebook, and  X  as more information becomes available.  Currently in the RDCK, there are 1,025 properties + 285 Parcel Identifiers (PIDs) on Evacuation Order and 589 properties + 124 PIDs on Evacuation Alert.

Evacuation Alert due to the Howser Ridge 3 wildfire

Nelson, BC: On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has issued an Evacuation Alert due to the Howser Ridge 3 wildfire (N71144) in Electoral Area “D”. The Evacuation Alert includes 1 property East of Highway 31 and the Lardeau River, north of the community of Howser, West of Duncan Lake. See map of the Evacuation Alert area below.

At this time residents or visitors within the area are not required to evacuate, however the RDCK advises people to remain vigilant and be prepared to leave the area at a moment’s notice. It is recommended to prepare an emergency kit and ensure preparedness, including moving pets and livestock to a safe area, in the event the situation worsens and an Evacuation Order is enforced. Part of your plan should include where you can go if evacuated.

The Howser Ridge 3 wildfire was first discovered on July 18 and estimated at 392 hectares. The BCWS has determined the cause to be lightning.
