Rosebery Transfer Station: Closed for Facility Upgrades – August to October

Nelson, BC: On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has rescinded the Evacuation Alert for the Village of Slocan and a portion of the surrounding area in Electoral Area H east of the Slocan River, west of Highway 6, and south to Lemon Creek. This area was impacted by the Ponderosa and Mulvey Creek wildfires, part of the Slocan Lake Complex. The Evacuation Alert rescind area includes 208 properties in the Village of Slocan, as well as 155 properties and 58 parcel identifiers (PIDs) in Electoral Area H.
A portion of the Evacuation Order on the west side of Slocan Lake in Electoral Area H has also been downgraded to an Evacuation Alert. This includes one address and five PIDs. See maps below.
Three PIDs remain on Evacuation Order on the west side of Slocan Lake and 225 addresses and 131 PIDs remain on Evacuation Alert due to the Slocan Lake Complex (Mulvey Creek, Ponderosa, Komonko Creek and Nemo Creek wildfires)
The Boil Water Advisory, originally issued on July 28, will remain in place for the Village of Slocan. If you have any questions about the advisory, contact the Village of Slocan directly.
The majority of the area was on Evacuation Order starting July 28 through August 12 when the Evacuation Order was downgraded to an Evacuation Alert.

The area includes 174 properties and 44 parcel identifiers (PIDs). As well, the Evacuation Order east of Duncan Lake along the Duncan FSR has been completely rescinded up to Glacier Creek FSR, which includes one address and four PIDs.
The Evacuation Order remains in place on Glacier Creek FSR, which includes one property (100 Glaicer Creek FSR). This area continues to be impacted by the hazards of wildfire. As well, Glacier Creek Regional Park will remain closed until further notice. Park structures were not damaged due to the wildfire, but a risk assessment must be completed before the park can reopen to the public.
The community of Argenta and Johnsons Landing originally were put on Evacuation Order starting July 25 due to the Argenta Creek wildfire, part of the Lavina Complex. Johnsons Landing was downgraded to an Evacuation Alert on August 6, while Argenta was downgraded on August 8.

Currently there are two Evacuation Orders remaining in the RDCK.
The Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) remains in regular communication with BC Wildfire Service (BCWS) to monitor the fires within the region. There are currently 100 wildfires in the Southeast Fire Centre, with 2 wildfires of note, and 64 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.
Road Closures
The Duncan FSR and Glacier Creek FSR on the east side of Duncan Lake remains on Evacuation Order and CLOSED. Both roads are obstructed by debris from the wildfire and will not reopen until a geotechnical assessment has been completed. As a result, Duncan Island residents can only access their homes by boat. As well, there is no access to the Macbeth Icefield, Monica Meadows, or Jumbo Pass Trail. The Glacier Greek Regional Park will not be reopening to campers at this time.
Highway 6 is now open. Due to continued maintenance on the road by crews there is some single alternating traffic at times. Check out https://www.drivebc.ca/ for the latest details.
Returning Home After an Evacuation Order
The RDCK advises all residents to read through the information in this re-entry document on what to do when you return home after a wildfire.
For those residents who lost power for a significant period of time, they could be returning home to fridges and freezers full of spoiled food. Some homeowners may also find their fridges and freezers have stopped working, due to blown compressors as a result of power surges when power returns. Read this document for more information on how to remove food and prepare your fridge or freezer, as well as instruction on how to minimize wildlife attraction.
For residents that were unable to utilize the collection service for damaged refrigerator units provided by the RDCK, the Christian Aid Ministry has volunteered to help transport damaged fridges and freezers to the landfill. Please call 250-254-2417 to make arrangements for assistance. Please note, fridges and freezers must be cleaned out before the Christian Aid Ministry can pick them up.
A reminder to residents that all RDCK transfer stations and landfills accept residential (non-commercial) appliances for recycling free of charge.
Emergency Support Services (ESS) Information:
With the downgrading of Evacuation Orders to Evacuation Alerts, the RDCK has 11 properties remaining on Evacuation Order. As a result, we will be closing our ESS Reception Centres. If you are on Evacuation Order and continue to need support, please access your profile online at ess.gov.bc.ca or call 1-800-387-4258, to get assistance.
Resiliency Centres:
Three Resiliency Centres will be available to assist residents who were evacuated due to the wildfires in our region. These centres are dedicated to support the community’s recovery and will provide essential information, resources, and connections to NGOs offering well-being support for those returning home.
Two Disaster Psychosocial Support (DPS) members will rotate between the three Resiliency Centres. These trained professionals are available to assist residents in coping with the immediate effects of the wildfire and offering psychological first aid. This includes providing practical assistance, helping residents manage stress, and connecting them with additional mental health resources as needed. They are there to support the well-being and resilience of those impacted by the wildfires. Once established, their schedules will be posted on the RDCK

Last night, August 18, Night Vision Imaging Systems (NVIS) in the form of helicopter night tanking and helicopter observation support was planned for the Mulvey Creek wildfire (N51117)
This operation was supported by both the Southeast Fire Centre and the Slocan Lake Complex Incident Management Team.
The objective of the mission was to suppress the fire on the north flank of the Mulvey Creek wildfire (N51117) where it is too steep for ground crews to safely work.
Though the north flank of the fire is not exhibiting extreme or increased fire behaviour, utilizing NVIS technology in this location allowed the BC Wildfire service to continue building operational experience with NVIS technology.

Currently there are two Evacuation Orders remaining in the RDCK.
The Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) remains in regular communication with BC Wildfire Service (BCWS) to monitor the fires within the region. There are currently 109 wildfires in the Southeast Fire Centre, with 2 wildfires of note, and 72 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.
Road Closures
The Duncan FSR and Glacier Creek FSR on the east side of Duncan Lake remains on Evacuation Order and CLOSED. Both roads are blocked by debris from the wildfire. As a result, Duncan Island residents, can only access their homes by boat. As well, there is no access to the Macbeth Icefield, Monica Meadows, or Jumbo Pass Trail, plus Glaicer Greek Regional Park will not be reopening to campers at this time.

For those residents who lost power for a significant period of time, they could be returning home to fridges and freezers full of spoiled food. Some homeowners may also find their fridges and freezers have stopped working, due to blown compressors as a result of power surges when power returns. Read this document for more information on how to remove food and prepare your fridge or freezer, as well as instruction on how to minimize wildlife attraction.
For residents that were unable to utilize the collection service for spoiled food and damaged refrigerator units provided by the RDCK, the Christian Aid Ministry has volunteered to help residents remove items and take them to the landfill. Please call 250-254-2417.

Tonight, August 14, an overnight drone scan will be used to identify hot spots within the Ponderosa FSR wildfire perimeter. These scans help direct firefighters to specific areas and provide objectives for ground crews over a large fire.
The scan will not be collecting any images or videos of the community; however the scan will be detecting heat signatures within the fire perimeter.
These scans are completed in the late evening or early morning hours to ensure there is no conflict with aircraft or conflicting heat signatures.
Please note, this scan will continue and be finalized this evening or early morning.

Nelson, BC: The Regional District of Central Kootenay (RDCK) is pleased to announce that effective immediately the Water Quality Advisory issued for users on the Duhamel Creek Water System has been rescinded.
On July 18, 2024 a Water Quality Advisory was issued due to water quality test results showing a continued low-level presence of Total Coliform bacteria. These bacteria are commonly found in the environment and are not likely to cause illness; however, their presence does indicate a potential pathway for contaminants to enter into the distribution system.
The source of the contamination was identified and isolated, with corrective actions carried-out by the RDCK Water Operations team. Water quality tests indicate water quality is good and users may return to regular water consumption.
The RDCK appreciates Duhamel water users’ cooperation and patience during this time and apologizes for the inconvenience experienced.

Using caution can help reduce potential injuries. When in doubt, consult an expert for help.
Burned forests have significant hazards. This will remain for years. The fire has left behind danger trees – those are trees which can fall without warning even without a wind, due to roots being burned out. As well, watch for ash pits and mark them for safety. Ash pits are holes full of hot ashes, created by burned trees and stumps. You can be seriously burned by falling into ash pits or landing in them with your hands or feet. Warn your family and neighbours to keep clear of the pits.

The Christian Aid Ministry has kindly made themselves available to offer help to residents returning home due to the Komonko Creek wildfire. For residents between the southern entrance of Red Mountain Road and 3km north of the Village of Slocan who need some help moving refrigerators, freezers or spoiled food from their house to the curb OR if you are located on Red Mountain Road, and missed the free pick up service on Saturday and Sunday, you can call the Christian Aid Ministry and request assistance (i.e., they will take it to the landfill for you), call 250.254.2417.

As a result we will be closing our ESS locations over the next 24 hours. The location in New Denver is now closed and the location in Castlegar will be open for just one more day (Tuesday, August 13) to provide further assistance to those residents who might need it. If you are on Evacuation Order, go to ess.gov.bc.ca to create a profile and register with ESS or visit our ESS site in Castlegar (see operating hours below). If you require more assistance from ESS, please call ESS support at 1.800.387.4258.
ONLY THOSE RESIDENTS ON EVACUATION ORDER ARE ELIGIBLE FOR ESS. If you are on Evacuation Alert and voluntarily evacuate, you will not receive support at an ESS location.
Residents currently on ESS are reminded, whether they registered online or in person, they need to renew their ESS before it expires. If you do not renew, your ESS supports will stop. Only support for food and accommodation can be renewed. Incidentals and clothing are a one-time support provided per evacuee per event.

The RDCK will be offering free collection service for spoiled food and damaged refrigeration units for residents between Red Mountain Road South and 3 km north of the Village of Slocan in Electoral Area H. Pick up begins at 9:00 am on Tuesday, August 13.
For those residents who lost power for a significant period of time, they could be returning home to fridges and freezers full of spoiled food. Some homeowners may also find their fridges and freezers have stopped working, due to blown compressors as a result of power surges when power returns. The Christian Aid Ministry has kindly made themselves available to offer help to residents returning home due to the Komonko Creek wildfire. For residents between the southern entrance of Red Mountain Road and 3km north of the Village of Slocan who need some help moving refrigerators, freezers or spoiled food from their house to the curb OR if you are located on Red Mountain Road, and missed the free pick up service on Saturday and Sunday, you can call the Christian Aid Ministry and request assistance (i.e., they will take it to the landfill for you), call 250.254.2417.

Nelson, BC: The Regional District of Central Kootenay (RDCK) has confirmed multiple structure losses along Highway 6 in Electoral Area H due to the Komonko Creek wildfire, as well as on the west side of Slocan Lake in Electoral Area H due to the Nemo Creek wildfire.
The RDCK’s building department and fire services team, with support from BC Wildfire Service, conducted initial assessments called Rapid Damage Assessments (RDA) of the affected areas. Due to the ongoing dangerous conditions in the area, this work was completed over multiple days, when it was deemed safe to do so. Following the completion of the assessments, individual RDA reports and photographs were compiled for each property. The RDCK Emergency Operations Centre (EOC) then began the process of connecting directly with each property owner, to provide the status of their property and to provide owners with the opportunity to ask questions.
The RDCK can confirm the Komonko Creek wildfire (formerly known as the Aylwin Creek wildfire), part of the Slocan Lake Complex, resulted in the loss of primary structures and outbuildings (non-residential structures) on Highway 6 between the southern entrance to Red Mountain Road and north of the Village of Slocan. The RDCK can confirm the Nemo Creek wildfire, part of the Slocan Lake Complex, also resulted in the loss of structures and outbuildings on the west side of Slocan Lake. A summary of the impact is as follows:
“Our thoughts are with residents who have suffered such great loss due to the Slocan Lake Complex wildfires,” said Walter Popoff, RDCK Electoral Area H Director. “We know residents have been anxiously awaiting news about the status of their properties and appreciate their patience and understanding during these challenging times, as the primary concern remains the safety of first responders and residents.”
The Evacuation Order in relation to the Komonko Creek and Nemo Creek wildfires were downgraded to an Evacuation Alert on Monday, August 12.

The Ministry of Transportation and Infrastructure has now opened Highway 6 completely; however, please drive with caution as crews are still working in the area. Residents that have been downgraded to an Evacuation Alert are returning to a community where the surrounding area was affected by a wildfire. Unseen dangers may linger when returning to their homes and properties, ranging from gas leaks and weakened foundations to danger trees, and exposed wires and power lines. Using caution can help reduce potential injuries. When in doubt, consult an expert for help.
Burned forests have significant hazards. This will remain for years. The fire has left behind danger trees – those are trees which can fall without warning even without a wind, due to roots being burned out. As well, watch for ash pits and mark them for safety. Ash pits are holes full of hot ashes, created by burned trees and stumps. You can be seriously burned by falling into ash pits or landing in them with your hands or feet. Warn your family and neighbours to keep clear of the pits.

There are currently 97 wildfires in the Southeast Fire Centre, with 3 wildfires of note, and 65 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.
Road Closures
The Ministry of Transportation and Infrastructure (MOTI) has CLOSED Highway 6 for 26 km between the southern entrance of Red Mountain Road and Mon Amie Road to both North and Southbound traffic due to the Slocan Lake Complex. Click here for Highway closure details.
The Duncan FSR and Glacier Creek FSR on the west side of Duncan Lake remains on Evacuation Order and CLOSED. Both roads are blocked by debris from the wildfire. As a result, Duncan Island residents, can only access their homes by boat.

When registering for ESS online, it is beneficial to also register for the BC Services Card account, which can be done online or with an app. This account allows you to verify your identify and can streamline services. Once the BC Services Card account is linked to your ESS profile, this enables the option of e-transfer payments to be made to you, if you are eligible and have a bank that accepts e-transfers. To learn more about the BC Services Card app, visit id.gov.bc.ca/account/. If you require assistance with online registration or renewal of ESS support, please call ESS at 1.800.387.4258.

The Duncan FSR and Glacier Creek FSR on the west side of Duncan Lake remains on Evacuation Order and CLOSED. Both roads are blocked by debris from the wildfire. As a result, Duncan Island residents, can only access their homes by boat.

Nelson, BC: The Regional District of Central Kootenay (RDCK) has prepared a new draft Official Community Plan (OCP) for Electoral Area I to help manage growth and land use development in its communities (Brilliant, Glade, Pass Creek, Thrums, Tarrys, Shoreacres and the Voykin Subdivision). The OCP is now out for public review and comment until August 26th 2024.
An OCP is a policy document that influences how people experience their community. This includes how we live, gather, work, learn, recreate, shop and move around in our Electoral Area. At its heart, an OCP is about land use management and physical growth within the Electoral Area. As well, an OCP guides residential development and transportation choices, climate action planning, community character, health and equity, housing affordability, protection of ecological areas, resource management and servicing infrastructure.
The making of an OCP is a collaborative process. This OCP is the culmination of an extensive multi-year community engagement process. Over 425 participants, including children, youth, elders, community organizations, First Nation members, governments, agencies and partners, have participated in its development. Engagement activities were designed to involve and consult the community on important topics and decisions to guide a shared future for the communities covered in the OCP.
RDCK Planning Staff are collecting comments from the public, external agencies, and internal RDCK departments until August 26, 2024. After the referral period has closed, these comments will be used to update the draft OCP before the RDCK Board considers first reading of the bylaw. This is not the last chance to provide feedback. Once the Board has granted first reading a public hearing will be held.

The area includes 82 properties and 19 Parcel Identifiers (PIDs) north of Bulmer’s Point and east of Argenta Road, including the community of Argenta, and east of the southern portion of the Duncan FSR.
As well, the Evacuation Order for Duncan Island on the east side of Duncan Lake and boat access only parcels in Electoral Area D north of Glacier Greek Regional Park has been completely rescinded. At this time Duncan Island can only be accessed by boat. This includes one property and 51 PIDs.

The Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) remains in regular communication with BC Wildfire Service (BCWS) to monitor the fires within the region. There are currently 97 wildfires in the Southeast Fire Centre, with 3 wildfires of note, and 70 listed as out of control. This is a dynamic situation that can change hourly, so residents are encouraged to be prepared and follow the BCWS website and the RDCK website for the most accurate and up to date information.
There were an estimated 2,800 lightning strikes in the region over the last two days. Residents can report any new wildfire starts by calling 1-800-663-5555 (or *5555) as soon as they see them. It is helpful to provide the following details:

Receiving an Evacuation Order can be an emotional experience. You may be reluctant to leave your home and community. However, choosing to remain in an area that is under an Evacuation Order puts yourself, your family, and first responders in danger. Be aware that:
Emergency Support Services (ESS) Information:
If you are on Evacuation Order, go to ess.gov.bc.ca to create a profile and register with ESS or visit one of three ESS sites in Castlegar, Kaslo or New Denver (see operating hours below). When registering for ESS online, it is beneficial to also register for the BC Services Card account, which can be done online or with an app. This account allows you to verify your identify and can streamline services. Once the BC Services Card account is linked to your ESS profile, this enables the option of e-transfer payments to be made to you, if you are eligible and have a bank that accepts e-transfers. To learn more about the BC Services Card app, visit id.gov.bc.ca/account/. If you require assistance with online registration or renewal of ESS support, please call ESS at 1.800.387.4258.
ONLY THOSE RESIDENTS ON EVACUATION ORDER ARE ELIGIBLE FOR ESS. If you are on Evacuation Alert and voluntarily evacuate, you will not receive support at an ESS location. However, you can be proactive and create a profile online in case your Evacuation Alert escalates to an Evacuation Order.
Residents currently on ESS are reminded, whether they registered online or in person, they need to renew their ESS before it expires. If you do not renew, your ESS supports will stop. Only support for food and accommodation can be renewed. Incidentals and clothing are a one time support provided per evacuee per event.

Slocan Lake Complex wildfire
Reminder to residents that have remained in the Evacuation Order area – do not enter active work zones where BCWS crews are using heavy equipment and building guards and control lines. Stay safe and remain on your property. Do not wander the Evacuation Order area as this puts yourself and BCWS crews safety at risk.

Nelson, BC: On the recommendation of the BC Wildfire Service (BCWS), the Regional District of Central Kootenay (RDCK) Emergency Operations Centre (EOC) has downgraded the Evacuation Order for 116 properties in Electoral Area D to an Evacuation Alert. The area includes properties south of the Duncan Dam and west of Duncan FSR, Argenta-Johnsons Landing Road and properties west of the road, including Johnsons Landing and Fry Creek. Residents that have been downgraded to an Evacuation Alert are advised there may be unseen dangers when returning to their homes and properties. The RDCK advises all residents to read through the information provided by Interior Health on how wildfires can affect your health and safety, by clicking here. BCWS is still actively using the Argenta-Johnsons Landing road for personnel and equipment. Please use the road with caution and give BCWS crews space.
The Argenta Creek wildfire was first discovered on July 18. It is approximately 14, 838 ha and the suspected cause is a lightning strike.

Public Information Session
The RDCK and BCWS invite residents from the Red Mountain Road area that have been evacuated due to the Slocan Lake Complex wildfires to attend a public information session on Tuesday August 6, 2024 at 6:00 pm at the Silverton Memorial hall. We received valuable feedback regarding the online experience for these sessions and have changed our approach as a result.
