PURPOSE: 
The Bylaw, if adopted, will provide medical first responder services within a defined portion of Electoral Area D.

AREA: The Bylaw No. 2923 will include a defined portion of Electoral Area D.

RATE IMPLICATIONS:
The maximum annual allowable amount that may be requisitioned annually for this service shall not exceed the greater of $67,514 or a rate of $0.2500/$1000 of net taxable value of land and improvements in the service area.

At the maximum annual requisition rate a residential property assessed at $450,000 in land and improvements would pay $97.70 annually for a Medical First Responder Service.

ALTERNATIVE APPROVAL PROCESS (AAP):
Under Section 86 of the Community Charter, approval of the electors within the service area is being obtained by means of AAP. Therefore, eligible electors within the service area opposed to the RDCK adopting Bylaw No. 2923 may petition against the adoption by signing an Elector Response Form.

At least 10% of electors must petition against the proposal prior to the deadline date in order to prevent the Board from proceeding with the Bylaw.

WHO MAY SIGN THE ELECTOR RESPONSE FORM:
Electors, either resident or owning property, within the boundaries of the service area are the only persons entitled to sign the Elector Response Form. An elector is a person who meets the requirements and qualifications as described on the Elector Response Form.

The Board has resolved that a fair estimate of the number of electors in the subject area is 847. Accordingly, pursuant to Section 86 of the Community Charter85 or more electors must sign the Elector Response Form to prevent the Board from proceeding.

DEADLINE: The Elector Response Form must be received by the Chief Elections Officer before 4:30 p.m. on June 17, 2024.
