Arrow a Go—Voters Approve Borrowing for Water

Electors in the Town of Creston and Erickson have approved the RDCK to borrow $1,892,937.00 to replace the concrete main line, add a second reservoir and construct a clear well for the Arrow Creek Water Treatment and Supply Service system.

"We will be able to ensure all residents have safe drinking water and a water main line that is sustainable into the future," says Tanya Wall, RDCK Director for Area B. "If not for the hard work and dedication of staff, the water commissions, the Town of Creston and Area B and C residents, this project would not have been successful. This is a huge investment and achievement for all involved."

The RDCK sought the approval of eligible voters via the alternative approval process (AAP).

Of the 4890 eligible electors, seven submitted electoral response forms indicating they opposed the borrowing. As less than 10% of the eligible electors voted no, the AAP passed.

The Arrow Creek system provides water to residents in Erickson and the Town of Creston. This multi-phase project, initiated in 2008 has addressed the poor condition of the water main and sought to improve the quality and sustainability of the treatment system. The estimated total project cost for the last phase is $6,071,425.

Phases 1, 2 and 3 of the main line replacement were completed between 2008 and 2015 at a cost of $1.7 million. Phase 4 cost $4.3 million (a $2.9 million New Build Canada Grant and $713,000 in Area B & C Community Works Funds helped offset the cost to the taxpayers). These projects largely depleted the reserves for the service.

The RDCK has received $4,179,028.00 from the Clean Water and Wastewater Fund for Phase 5. Now that the RDCK has approval of the electors, it can proceed with this final phase of the project in 2017 with an anticipated completion date in 2018.

"Without their help, completion of this project would not have been possible."
